You can be diligent and take the initiative yourself. For example, plant illegal items on your tenants, blackmail them, or make surprise searches while they are out of the house. The state will reward you for effective actions with bonuses and points that reflect your reputation. And you can use the rewards to buy equipment for spies. Depending on the line you choose, you'll need the money either for bribes or for immigration.
Rarely in any game has such variety for the development of the plot. All of your actions have a serious meaning and constantly change what happens, every word can cause harm. Who you will be at the end of the game is up to you, but keep in mind that revolutionaries rarely have happy endings.
