You need to dodge them as easily as possible and as steeply as possible. They won't even notice you bumping into each other at breakneck speed. Let them as close as possible and then make a move that is not expected of you. Circle all the cops and run for your freedom. Go towards your dream by outrunning all the police cars. Don't stop for a moment if you're being grazed by such a creepy tail. Show what real badass racers are capable of, for whom the track is home and the car is the only love.
